**The determination of car import tariffs for the year 1404 (2025-2026) was accompanied by numerous controversies. The conflict between the parliament and the government over tariffs, as well as the amount of foreign currency allocated for imports, were among the contentious issues surrounding the entry of foreign vehicles.**

Amid this situation, the Expediency Discernment Council also became involved in car imports, opposing the allocation of foreign currency for imports and raising tariffs to 100%. However, in the back-and-forth over tariff rates and allocated currency, what surprised many players and stakeholders in the imported car market was the increase in tariffs for hybrid and electric vehicles to 100%—a strange move that violated the Clean Air Law. According to this year's budget, electric vehicle tariffs saw a 2,500% increase. Previously, the import tariff for electric vehicles was only 4%, and for hybrid vehicles, it was 15%. One of the most important aspects of this strange decision was its contradiction with Article 9 of the Clean Air Law, which recognizes the role of electric and hybrid vehicles in reducing air pollution.

Despite all the criticisms of import tariffs, especially for electric and hybrid vehicles, until last year, the government still insisted on a 100% tariff, and even in the latest phase of imported vehicle sales, the 100% tariff was somehow applied. However, early this year, rumors of changes to electric and hybrid vehicle tariffs began to circulate. This comes amid yesterday's announcement that the tariffs for electric and hybrid vehicle imports in the 1404 budget have been reverted to last year's rates by government decision. Apparently, on Saturday, April 5, 2025, in a meeting attended by the First Vice President and senior officials of relevant agencies, the tariffs for hybrid and electric vehicles were reviewed, and the tariffs for these vehicles were reverted to their previous rates. The meeting also emphasized that decisions on tariffs for gasoline-powered vehicles would be made after careful expert reviews and would be announced at a later time.

Mehdi Ziyghami, the head of the Ministry of Industry, Mine, and Trade's car import plan, also stated in an interview with Fars News Agency that the tariffs for electric and hybrid vehicle imports have been reverted to their previous rates. Accordingly, the import tariff for electric vehicles remains at 4%, as last year, and the import tariff for hybrid vehicles remains at 15%. As mentioned, the 1404 budget law had set the import duty for all passenger vehicles, including electric and hybrid vehicles, at 100%. This decision was criticized because it led to price increases for all types of imported vehicles (gasoline, electric, and hybrid) in the market and contradicted the goals of imports in market regulation. Many experts and stakeholders in imported products emphasize that with the clearance of imported vehicles at a calculated exchange rate of 70,000 tomans and a 100% tariff for gasoline-powered imported vehicles, we should expect a price tsunami this year.
